What is a "hate" crime?

We have already enumerated many crimes in our society, including slander and libel. All crime is rooted in hatred, so why the need to be redundant by saying "hate crime?" Is it any more murder if a KKK person kills a black man than if another black man kills a black man? It seems that this hate crime legislation is trying to give authority to the federal government for issues that have been relegated to the individual states by the Constitution. At best, this legislation is costly and unnecessary. George Cancilla
